On the ankle hemline the pants have a natural fold and a sewn seam that can be let out to lengthen the pants if desired. One ankle still has the original seam, one ankle doesn’t have that seam so the fabric can hang or drop down a bit as compared to the other ankle. You may either restitch or use fabric glue if this bothers you. I have left it as is for the buyer to decide what to do with it
